Power BI Looks...well, Powerful, but can we do something simple like this with it? http://chronicle.com/interactives/moocs_stats 

We're looking to start out just posting some paragraph naratives with some graphs displayed that can be manipulated simply, very much like the display demonstrated in the link above, where the user can click a button to display an alternate, pre-preprepared graphs to demonstrate data from different points of view but in a very controlled manner.  We are not ready to offer our viewers data manipulation capability yet, so can we do something simple like this with Power BI?

Yes, you can do paragraphs of text and graphs. You would probably use a custom page size to allow you to get a format similar to what is shown in that example.
