What type of licensing should user have for just viewing the report that is published to SharePoint or a teams page? If there are 20-25 users who only need to view the report that is published to...

Just to confirm once, we will need to purchase premium per capacity license & then assign the workspace to Premium capacity. Am i right?
And then the content in this worksapce will be avaliable to users without pro license until they have permission to acces the content in this newly added workspace in premium capacity.
