Power BI License
Which type of Power BI license is required for below
- 210 users
- 15 GB data volume per month
- No AI/ML cases in future in Power BI
powerbiexpert22,
Yes, Fabric Capacity F16 is a viable option at roughly $2,100/month (pay‑as‑you‑go, varies by region/discounts).
Also, Power BI Pro is $10 per user per month and not $14. With organization bulk purchase discount, it might go down even further. Here's my suggestion:
- Pro-only: 210 users × ~$10 ≈ ~$2,100/month. Everyone who consumes shared content needs Pro. Suitable if datasets are modest (<~1 GB compressed per dataset), 8 refreshes/day is fine, and you don’t need Premium-only features.
- Fabric F16 capacity: ~$2,100/month + Pro only for authors (viewers can be Free). You also get Premium/Fabric features (large datasets, 48/day refresh, paginated reports, XMLA read/write, isolation and better concurrency). For ~40 concurrent users on typical models, F16 is usually adequate; you can scale up if needed.
Can we go with Fabric F16 instead of Power BI Pro?
Yes — but only in some scenarios, and F16 does NOT remove the need for Pro licenses for viewers. Here is the correct breakdown:
---🔍 1. Cost Perspective
F16 capacity = ~ $2,100/month (Pay-as-you-go)
Power BI Pro = ~$210 per user per year? (Or $10–$14 per user/month depending on license model)
F16 can be cheaper than buying large numbers of individual Pro licenses, but only if the correct licensing rules apply.
---⚠️ 2. Important Rule You MUST Know
According to Microsoft’s licensing rules:
**If your capacity is below F64 (meaning F2–F32, including F16):
→ ALL users who view reports must have Power BI Pro (or PPU).**
So:
F16 does NOT allow free viewing
F16 does NOT replace Pro
You still need Pro for all 40 viewers
This is the part many teams misunderstand.
---🔎 3. What F16 actually gives you
Dedicated compute capacity
Better performance
Full Fabric capabilities (Lakehouse, Pipelines, Warehouse, etc.)
Shared compute for the whole team
Control over refresh and workload isolation
But it does NOT remove the need for Pro unless you go F64 or higher.
---🧮 4. For your scenario (40 concurrent users)
Let’s compare:
Option 1 — Pro-only
40 users × $10–$14/month ≈ $400–$560/month
Option 2 — F16 + 40 Pro licenses
Capacity: ~ $2,100/month
Pro licenses: $400–$560/month
➡️ Total: $2,500–$2,660/monthSo F16 is more expensive unless you need the extra Fabric engineering features.
---🎯 Final Recommendation
Use Fabric F16 only if:
Your team needs Fabric engineering workloads (ETL, Lakehouse, Warehouse, Notebooks…)
You need shared compute capacity
You are okay with still paying for Pro for all viewers
If your goal is simply sharing Power BI reports, then Pro-only is cheaper. To eliminate Pro licenses for viewers, you need F64 or larger.

Based on your requirements:
210 users
~15 GB data volume per month
No AI/ML features needed
The most cost-effective and suitable option is:
✅ Power BI Pro License (per user)
Each of the 210 users would need a Power BI Pro license to view and share reports within the organization.
Why Pro works for you:
Pro allows sharing, collaboration, and workspace access.
Data limit per dataset is 1 GB, but your monthly data volume (15 GB) fits as long as each dataset stays within limits.
No need for Premium Capacity since you don't require:
AI workloads
Large datasets (beyond 1 GB)
Paginated reports
Dedicated capacity
High refresh frequency
When you would need Premium:
Only if your datasets exceed 1 GB each, or you need dedicated capacity/performance.

Hi Nabha-Ahmed , Jaywant-Thorat ,
can we go with Fabric license F16 which costs ~ $2100 per month which is lower than pro license 210*14= 2940 per month

Also, there are 40 concurrent users

Based on the requirements you shared, Power BI Pro license fits your scenario.
Power BI Pro (standard) licenses for all 210 users
You do not need Power BI Premium unless any of these re required:
- Dataset size > 1 GB
Paginated reports
Large model (>10 GB)
Frequent refresh (>8/day)
Sharing reports with users who do not have Pro license
From your requirement:
>> 15 GB per month = total data processed,
>> NOT the size of a single dataset.Power BI Pro supports datasets up to 1 GB each, and can refresh them 8 times/day.
