@Anonymous well there are 3 bigger buckets: PRO/PPU/Premium
If you are not on premium capacity, every user needs PRO or PPU regardless if they are consuming or creating the report. Each user will required PPU license if you are sharing a workspace that is backed up by PPU based capacity.

@Anonymous also if you have a premium capacity, the report creator still requires a pro license but the consumer doesn't need a license, it is covered under premium capacity.
