Power BI Free Users not getting access to Premium Workspace

Hi,

 

I have a user that is getting this error message even though there is no RLS set up in Power BI. I am thinking it may relate to the uder only having a free account even though the workspace is a premuim workspace so that shouldn't be a problem. 

Does anyone have any ideas?

The error message reports that the dataset is managed by Row Level Security, and to contact the dataset owner to view the report.
