I can reproduce this issue. The workarond is to combine the files directly when you load the data as below:

v-yuta-msft (Jimmy Tao) there are only two files with two rows so it is not a size issue. The thought is that is something not quite right with the Feburary 2020 build?

This feature works well on my side. How large are the files? Have you tried different smaller files?
