Power BI Esri Map layering data over the reference layer, location issues

Bit of a basic question about the Esri Arc Map visualisation in Power BI Desktop. I've added a refernce layer called ABS_Census_2016_LGA_SA_simplified, this is an existing layer, with an LGA code and an LGA Name in the attributes (just for South Australia.
I have a corresponding data file with a list of South Australian LGA codes and LGA names plus the value I want to plot. However even though the codes match a large number of the locations are being dropped in other countries. I then tried to use the "Location type" wizard but to no avail.
Any ideas on how I can work around this?

does your data file contain many locations that should not show in your Arc Map visualisation in this scenario?

Thanks for geting back to me, all the locations are in South Australia, the same location as my reference layer.
