Power BI Embedded - Data export

"Will the end-users be able to right-click on the plot and select 'Show data point as a table' which then allows them to export the data?  Will it require the dataset to be in the premium capacity or pro is enough?"

1, Publish to Web

1), The end-user can still use the 'Show as a table' feature.

2), The end-user can't use the 'Export data' feature.

2 Website or portal

1), The end-user can still use the 'Show as a table' feature.

2), If the ‘Export data’ feature is not prohibited by the Power BI Service administrator and the user has a Pro license (or the report is in the premium capacity), then the user can use this feature, otherwise it cannot.

" If they are able to export it, can we control the accessibility by read-only and write only based on ADD?"

No, this will not work. If you do not want end-user to export data, please refer to the above content.

"Do the end-users need Power BI Pro licenses to access the report?"

1, Publish to Web

No, anyone can view the report.
