Power BI Desktop RS refresh page?
For this, you have to separate the dataset and the visualization file. For separating, please follow the steps:
1. Open the pbix file, delete all the pages and save this file as a copy say pbix01. Publish this file to the service.
2. Open a new pbix file and use the file which you have published to the service (pbix01) as a dataset via Get Data from Power BI Dataset. Say this file as pbix02.
3. Now copy the visuals of each and every page from the old pbix file to pbix02. Publish this file to the Service.
Now when you will change or update anything in the pbix01 file then you have to republish it to the service. Your change or updation will automatically reflect to the pbix02 file without clicking the refresh button or anything which means if any third person opens the pbix02 file then the file will be refreshed according to the new changes.
I don't know whether you can do this in Power BI desktop RS but try it...

Oh! Can I upload pbix01 to the report server? Because Our company don't let me upload our data to cloud, so I must use power bi report server.
Is power bi report server can use this method to do?

I haven't worked with the Power BI report server. But you can try uploading it to the report server.
