Hello,
we have a Datafow Gen1 set up in Power BI Service. Differnet Workspaces with Dataflows holding Data. Al within Pro Workspaces and licensing.
We build reports in Power BI Desktop using those dataflows as datasource, all working fine.
Suddenly we are no longer able to retrieve the data of the dataflows in power bi desktop. In the get data navigation the workspaces and dataflows are displayed as usual. As soon as we try to load them, the error appears; Expression.Error: Access to the resource is forbidden (German: Expression.Error: Der Zugriff auf die Ressource ist untersagt.)
Loading Data from semantic Modells from Workplaces for example works.

seems like a cybersecurity tool of us blocks the download. This tool does't run in admin context.

Hi, it still doenst work.
But i found out:
- i log in on pc with normal user, open Power BI desktop, sign in with my user-mail -> Error
- i log in on pc with admin user, open Power BI desktop, sign in with my user-mail -> it loads data
-i log in on server with admin user, open Power BI desktop, sign in with my user-mail -> it loads data
Any ideas why i need admin rights? It all worked fine without in the past months.

This issue sounds like a local authentication or network policy conflict. Since it works from a VM but not your local machine, here are a few things to check:
1. Credential Scope
Go to File > Options and settings > Data source settings in Power BI Desktop. Remove any saved credentials for Power BI Dataflows and try reconnecting. Make sure you're signed in with the correct account.
2. Tenant Restrictions
Some organizations enforce conditional access or tenant restrictions that block access from unmanaged devices. The VM might be domain-joined or compliant, while your local machine isn’t.
3. Firewall or Proxy
Check if your local machine is behind a proxy or firewall that blocks certain Power BI endpoints. You can test this by running Power BI Desktop as admin or from a different network.
4. Power BI Desktop Version
Make sure you're using the latest version of Power BI Desktop. Older builds sometimes have issues with OAuth tokens or service endpoints.

Thanks, i updated all Versions. Updated Credentials. Still running into the error. Waiting for IT to help me with Firewall.

Hello, still isnt working.
ther is no firewall issue, no defender issue and i checked credentials multiple times.
All other Datasources seem to work. Only Datafllows Gen1 (doenst work in Excel aswell) Whats the differnece from Gen1 to all the other spurces?

Open Power BI Desktop as Admin > Load and refresh a Gen1 Dataflow > Save the pbix file > Close it > Reopen it as a normal user > Try refreshing again to see if it still fails.
If the issue persists, please reach out to your IT team. Ask them to check: Windows Event Logs for any related errors, Any Group Policy changes related to credential handling or app permissions, Whether any new security rules or tools have been applied recently that might affect non-admin users.
