With the November version of Power BI Desktop, it seems there is a problem with the Analytics pane. It is missing all reference lines, like min, max, percentile, or average.

According to your images, you are using one of the combo charts.
For example line and columns. For these charts the analytics features are unavailable.
on the regular line graph, it will work properly
The option always shows you the possible functionality based on the graph that you created
