Is there a way to create a basemap in power bi without using ArcGis?
I would like to plot lat/lon of areas on map and then get a count of items for each of those locations. Some if these locations will not have any data, but I still want to show them on the map.

Hi @tomperro ,
According to your description, you can try Bing Maps, but note that Power bi map visual is based on the bing map engine, so you need to stay connected to the bing map service.
Also ArcGIS is a 3rd party visual object and it has some features that are paid for, but it has a wealth of features.
For further information about the creation and use of map visual. Please read the following blog.

If the problem is still not resolved, please provide detailed error information and let me know immediately. Looking forward to your reply.
Best Regards,
Henry
