Power BI Basemap

Is there a way to create a basemap in power bi without using ArcGis? I would like to plot lat/lon of areas on map and then get a count of items for each of those locations.  Some if these locations ...

    Hi tomperro ,

     

    According to your description, you can try Bing Maps, but note that Power bi map visual is based on the bing map engine, so you need to stay connected to the bing map service.
    Also ArcGIS is a 3rd party visual object and it has some features that are paid for, but it has a wealth of features.
