Power BI Apps
This might be an easy questions to answer based on which liscense I have. When I'm in the service and looking at my workspaces, I don't see the publish to apps button in the upper right of the screen...

From the screenshot you provided, I infer that you are a Contributor of a New App Workspace. Please check.
If you are a Contributor of a New App Workspace, you will have no access to publish app.
Reference:
Create classic workspaces in Power BI;
Create the new workspaces in Power BI;
Upgrade classic workspaces to the new workspaces in Power BI;

Your Power BI Admin has to allow these to be published for your tenant.
