Power BI Admin Portal : Refresh Summary

Hello. When i navigate to the Power BI Admn Portal, i see the Refresh Summary. 

Within this section, select a capacity and see when the most refrehses occur and what time they occur for that capacity. Also, if i select certain time, and select Details, i can see all the refreshes that are taking place at that given time. 

I would like to create a Power BI Report which shows me all the capacities, and which time is the peak time for refrehses and the ability to see what refrehses are taking place at a given time wthin the report, so i can make decisions on scattering / spreading the refrehses out. 

Is there a way i can connect programmatically to this?, PowerShell, REST API? to view this information?
