Power BI API for checking health

Recently we had an issue where the reports were not getting loaded because there was high CPU and memory usage. My question under such situations will the Power BI APIs work; if they won't work is it safe to assume that if the APIs dont return appropriate JSON response within a threshold time; there is an issue with Power BI rendering reports.
