Hi there!
I am in need of a map visual that would meet some (or all!) of the requirements below:
1. Display custom polygon data (based off POLYGON or MULTIPOLYGON);
2. Display points and polygons together in the same visual;
3. Multiple reference layers (i.e., population) that are all custom as well;
4. Enable end user to toggle the layers on and off;
5. MUST be supported in Power BI Embedded ("app owns data" scenario where end users do not need a PBI/any other license)
My dataset has regions (POLYGONS/MULTIPOLYGONS) and assets within them (points) and the client wants to be able to see them layerd, along with some other layers (custom polygons/multipolygons/points).
My understanding is that ArcGIS map would happily allow multiple reference layers (including custom) that a consumer can turn on and off...but that requires an ArcGIS license for both the report developer and report consumer. For the free ArcGIS version, I can only add in one reference layer that is already publicly shared (I cannot publicly share any of my data).
Any creative solutions out there that I missed? License required for developer is fine, but we cannot have report consumers needing any licenses.

As is mentioned in the document and article ,ArcGIS for Power BI allows you to search for publicly shared feature layers on ArcGIS, giving you access to thousands of reference layers that provide information about the areas surrounding the locations on your data layer. When you sign in to ArcGIS for Power BI using a valid ArcGIS account, you can search for content in your organization, your organization's groups, or public content. In this example, because you're using the Standard account, only publicly shared content appears in search results.
