Please help - flat line chart

Good day, dear all:

Can you please help me with a line chart from simple data below? The goal is to have a line chart to show the vairations when different filters applied. I tried to adjust the data types and sum counts both on both x-axis and y-axis, but anyhow it presents a flat line.

Hi @JohnnyK 
The graph is flat accorsing to the data that you have...same number of id's every year :

in other filtering scenarios you have some differences and the line is changing according to them
