I have four charts: chart1 and chart2 in the first row, and chart3 and chart4 in the second row. Depending on user roles (gold, silver, bronze), different charts need to be shown. I've created a way to show or hide the charts by applying visibility measures based on roles, but I need to change their positions too. For example, for the gold role, I want to show chart1 and chart4 in the first row. How can I do this?

According to your description, you can use bookmark and buttons for joint operations.
First create three separate buttons and the visualization you want
Then make three copies of the first page
Then a bookmark will be created for each of the three copied pages
Associate the bookmarks with the button clicks
Bookmark each button, edit the final rendering of your target page, and update the bookmark after each page is completed.
Finally, you can Ctrl+left click to jump to a specific page.

The solution is relavant. But I want to put several charts on one page, one after another. For example, if someone has the Silver role, they should see charts 2, 3, and 4. To do this neatly, I might have to copy chart 4 to fill the spot where chart 1 would normally go. Charts 1 and 4 will be stacked on top of each other. Depending on the user's role (like Silver), the right charts will show up.

Thanks for your reply, according to your description, you want to bookmark the location where you want to save the visualization. According to this documentation,
Create report bookmarks in Power BI to share insights and build stories - Power BI | Microsoft Learn
bookmarks don't support saving of visualization locations at the moment. So it is not possible to achieve position stacking, but you can save the visualization display or not.
Open the selection pane and choose which visualization to hide
