Pipelines on a Map

Hello,

I am trying to visualize pipelines on a map visual where I can filter out certain pipelines as needed. My end goal is to have something like this:

I want this map to be interactive and have the ability to filter pipelines based on their names, types, etc. 

I got a shapefile (HGL Pipelines) from here: https://www.eia.gov/maps/layer_info-m.php and I converted this shapefile to TopoJSON and brought it to Power BI in the Shape Map visual, but the image is only the lines, and I need the geographical map on it as well. 

Is the shape map able to visualize something like this? I've tried ArcGIS as well and created map layers, but the layer is static and I couldn't filter pipelines.
