Perform scatter plot in Power BI

Consult in a general way, you need to make a graph very similar to image 01. I have found two add-ons and the one that comes in Power BI, but they do not allow me to add those 3 lines that are the limitations. Someone knows some complement or how you could add those lines.

Familiarize yourself with Vega, Vega Lite, and the Deneb visual.
Thanks for the input I found a plugin that is PlotlyJS that manages to get the result.
