I will follow below steps to solve your problem.

Step 1: Click on the paint roller icon (Format icon) under the 'Visualizations' pane to open format settings.

Step 2:  Locate 'Data Labels' in the drop-down menu.
and You might find the option for 'Data label' settings such as 'Decimal Places' here. Set the number of decimal places to 1 to display percentages like 20.4%.

Step 3: - Scroll down in the Format section until you find Tooltips and Here, you might need to adjust settings related to how data is displayed, ensuring your adjustments to decimal places in data labels affect tooltips as well.

Step 4: If all above steps does not work then you can follow further steps.

- If the above doesn't work, you might need to adjust the field format itself.
- Click on 'Data' view in the left menu (looks like a table icon).
- Find the percentage field in your dataset being used and select it.
- Go to the 'Column tools' tab across the top and set 'Decimal Places' to 1 as needed. This might apply to calculated metrics.
