Percentage change in line cluster chart

I have the following formula for percentage change with the graph attached. I'm having a hard time getting the percentage change to show from year 2022-2023. Can anyone see what I did wrong? Thanks in advance

 

Percentage Change =
VAR This_YEAR = [Count of Open VER]
VAR LAST_YEAR = Calculate([Count of Open VER], SAMEPERIODLASTYEAR(Calendar_DAX[Date]))
Return Divide(This_YEAR - LAST_YEAR, LAST_YEAR, 0)

Hi , @kimdiep503 

According to your description, you have created a correct measure and show the right in the visual and just the 2023 percentage label dose not display in the visual .

For this , you can try to modify the "Secondary-Y-axis" range for your visual , like this:

Then we can see the percentage for 2022-2023.
