This is what my slicer looks like and how it should look.
If I click into the field, this is what it looks like. What do I need to update in order for the slicer to show as "5197%" and not 51.9668874?

I test it in my environment, it's just like you said, this may be by design.
But you could submit idea in this site Home (microsoft.com), if a idea is high voted there by other customers, it will be promising that Microsoft Product Team will take it into consideration when designing the next version in the future.
