Based on your description, I created data as follows.
Table:
You can create a measure as follows. Finally, you can use the ‘Episode Category’ and ‘Episode Description’ columns as slicers to change the measure.
Plan Payment Amount =
DIVIDE(
SUM('Table'[Value]),
CALCULATE(
SUM('Table'[Value]),
ALLSELECTED('Table')
))
Result:

not sure what is "percentage" in your task but try to create a measure like
Measure =
DIVIDE(
calculate(sum(Table1[Plan Payment Amount]));
calculate(sum(Table1[Plan Payment Amount]);all(Table1))
