Paynter Chart

Hello can anyone tell me how to create paynter chart in power bi? This is the chart which I am trying to make any solution?

This can be achieved on Power BI using the Matrix visualization then you need to using metrics and hierarchies you can present what you need.

Without data is difficult to pin point how you can proceed.
