    To my knowledge, it is unavailable that connect to password protected excel workbook in power bi currently.

    For your requirement, you may vote for the idea here and make this feature coming sooner.

Hello-

 

   You may be able to do this by choosing the SharePoint connector in "Get data" rather than web.  Please try that and go through the process.  If it does not work, please let us know!
