It is quite hard for me to create sample data or a sample pbix file, because you also have other tables and columns related to this calculation.
However, when I saw your calculated measure that was shown in your initial question, the calculation is using "greater than or equal to AMOUNT SUM".
Instead, change it to "less than or equal to ORDER ID of Paymenttem".
