Parameters Greyed Out?

Hi all,

I am trying to add parameters to my report. I've done this before but this is a new license/laptop (new job). For some reason, the Edit Parameters and Edit Variables are both greyed out on PBI desktop. I've enabled both in the options. Any ideas?

I've heard of similar things happening when using PBI datasets, but I'm only using Excel files as my data. 

Any help is greatly appreciated!

@Thigs , Open the power query and check if you are able to create a new parameter using the manager parameter under Home tab
