Parameter controlled visual and filtering the tooltip

If you need anything just let me know, but if you allow me you must try and understand the filter context otherwise the transition from tableau will be very difficult saying this from experience on migrating reports from sevral different bi tools to Power BI and the way dax is structured is very different from others (will not go to the discusssion if is better or worst).

MFelix Yes, I am aware of filter context. I have the Ferrari/Russo book on my desk. I was solving something else when I stumbled across the whole "hidden filter" bit if you sort by another column. The closest I've gotten to solving this is to at least have all the values show up in my actual tooltip, but I can't get it to show for all quarters when hovering over the view by quarter; or when it does show all quarters, it shows the same value for each quarter. View by year works. Anyway, I do appreciate your help and will reach out again if I get back to this.
