I think this should be related to the date slicers, it has higher priority than expression calculation ranges and filter not matched date ranges which are expanded by the measure formula.
You can try to remove the filter selection to confirm this.

It seems the Date_Helper table should be created and its YearMonth column used for the bar chart!
