My issue is related to green/red indication as they relate to Performance Metrics :
I added the measures where higher is positive like this:
Look at Colorectal, Breast, Depression, etc. Cancer screening -they display green when they should be read. It is referencing the RATE by the SAME Expression: =IIF(IsNothing(Sum(Fields!ColorectalCancerScreeningNumerator.Value)), 0, Sum(Fields!ColorectalCancerScreeningNumerator.Value)) / IIF(IsNothing(Sum(Fields!ColorectalCancerScreeningDenominator.Value)), 0, Sum(Fields!ColorectalCancerScreeningDenominator.Value))

1.Based on the picture you have offered, your unit is percentage, so you should change youe range format to the following.
2.Or you can change the format to 'Numeric', so that you don't need to change your range.
