I'm want to create a Paginated Report format like this
And I try to create format in Paginated Report like this
I thought multiple tables for each Account_Dept_No could be generated,
but it turns out there is only one table data....
I am not sure if paginated reports can achieve this style. What method should I use?

It is not possible for paginated reports to create multiple tables automatically as per my knowledge.
If you want to present the data on multiple table, you need to create multiple tables one after the other and should filter each table to Account_Dept.
Another way : you can add a account_dept parameter to the report so that report users can filter the report according to their required Account_dept.
