Hello,
I am using images as a background in my report pages, but I'm kind of struggling with the slide size in Power Point, the page size of my report page (16:9), the image fit-selection for the background-page (normal, fit or fill) and the page view settings of my report page (fit to page, fit to width, actual size). What is a good combination of settings that will act responsive and does keep visuals and buttons on the right (same) position in accordance to my background image?

Based on my test, I suggest you could use fill to show for your background and you may refer to below link to get further information:

Also you may use wallpaper function for your report:
