POWER BI - Azure Connection

According to the error message and description, it sounds like power bi can't access to a remote server.
I think this should more related to networks, (your device network and database are in different networks) you need to enable VPN to keep the connection and refresh operation works.If you need to do some operations who not require the latest data, I'd like to suggest you not use live mode to connection(directquery, live connection) to connect your datasource. (import mode will import data to power bi desktop side, you can do operation and calculation with these offline records)
