@Anonymous , I doubt with standard visual you can two overlapping bars, you can remove the padding and check
Two columns on Axis -> Sort on Axis -> concatenate Label off

As far as I know, the graph in Power BI that is most similar to the screenshot you provided is Lipstick Column.
You can get it in App Source.
However, it doesn't support you to show higest level aixs on top and show lower level axis on bottom. Maybe you can contact the visual publisher: Nova Silva BV for more informations.
Or you may need to create a custom visual by yourself.
