how to make exactly same chart in power bi?
You can create mutliple lipstick charts and place them side by side provided that the categories on the X-Axis will be constant.
Otherwise Deneb should be able to meet your needs. You can use Trellis or Facet Plots Trellis Scatter Plot Showing Anscombe’s Quartet | Vega-Lite with layered bars Layered Bar Chart | Vega-Lite or like so Bullet Chart | Vega-Lite
