PBIX won't open

My answers in bold:
What is the connection mode of your PBIX file? Import
Can you open Power BI Desktop? Yes
Can this PBIX file be opened in Power BI Service or in another computer? Yes, they will open in Power BI Service, but they don’t access the database anymore, since I used Import method. I didn’t try another computer. I would share some examples, but I don’t have a Pro License.
Have you deleted all the old folder under apps? Yes
If the old folder still exist, please try removing all the Power BI Desktop completely and reinstalling it. Done, Already.
I was having trouble with my connection to the Oracle Database via VPN, but this has been solved minutes ago. Yet, the error messages are the same, so it was not a problem with the database connection.

Here is a post which might help. Based on the post, I tend to agree with v-jianboli-msft that this xml file is a temporary file which should be deleted. Maybe you can try move the xml file outside the data folder and try if you can open the pbix file this time.
