Where did you create the report, Power BI Desktop or Power BI Service? And what is the data source? from an Excel file? Where the scorecard and goal information came? Could you please explain what you are doing and provide some screenshots? Thank you.
By the way, what you are trying to create scorecards and goals in Service?

Community Championcan you give a little more information? where is this scorecard in excel? where are you not seeing it? have you added the dataset but its not there, how did you add the dataset? can you provide your m code?
