PBI Paginated Report Subscribe External Users with Application of RLS

Hello,

I've created a paginated report and needing to subscribe other external users while applying RLS (or something similar). Can you share steps on how to do this?

Here's what I tried so far:

I created a paginated report with the intention of subscribing external users to receive an xlsx file. I created a PBI dataset, published in a premium workspace, with RLS applied. Created a PBI paginated report connected to that dataset. Subscribed external users, I was expecting the same security will be applied but it doesn't work. External users receives the push report but RLS is not applied.

I also checked in using Power Automate but that is giving me another error re Identity.
