PBI Limitations
For direct query connections there's a limit of 1,000,000 rows. For import however, it's 1GB for free users, and you'll probably be fine using free/ pro licenses with 1,000,000 rows.

Here are few points
- Power BI Desktop can efficiently handle large datasets, but performance may degrade with very large datasets, especially if the reports contain complex calculations, numerous visuals, or extensive data transformation steps.- The size of the data model in Power BI Desktop is limited by the available memory (RAM) of the machine running Power BI Desktop. Power BI compresses data, so it can often handle datasets larger than the available memory, but there are practical limits to consider
- Power BI Desktop can indeed process and report on more than 1,000,000 records.
- Power BI Premium can handle upto 400 GB of data
Beside this I myself dealing with 15- 25 million rows of data on daily bases with of course 64 GB RAM 10 core processor and Power BI Premium
