We have a SSAS Server on which PBI Desktop is also installed. Connect from PBI Desktop to the local SSAS is fine.
But remote PBI Desktops can't connect with the same error: "we could not connect to analysis services server because the connection timed out or server name is incorrect". However port 2383 is accessible from these remote VMs. firewalls on these VMs are turned off. any other reasons?

How do you connect to the remote SSAS server from Power BI Desktop? Via “import” option or “Connect Live” option? Also please tell us what is the version of the SSAS version and check if you can successfully connect to it from Excel?
Besides, does the Power BI Desktop and remote SSAS server exist in same domain?

Yes.
I cannot reproduce you issue when connecting to remote SSAS database from the latest version of Power BI Desktop when the machine running SQL Server and the PC running Power BI Desktop are in same domain.
In your scenario, as SQL Server and Power BI Desktop don’t exist in a same domain, please use runas /netonly command as follows to connect to SSAS from Power BI Desktop and check if it is successful.
1. Open command prompt and run the following command, enter the password of domain user when prompted.
runas /netonly /user: Domain\username "C:\Program Files\Microsoft Power BI Desktop\bin\PBIDesktop.exe"
2. Create a saved windows credential for the SQL Server you want to connect to.
