Please forgive me as I don't user Power BI but as usual, when in IT everyone thinks you are an expert in all programs. I only install the program and that's it.
The problem one of my users presented to me is how do they transfer an online dashboard they made that is currently shared among many users. The reason they are asking is because they are leaving the organization and they want people to still have access to the shared online dashboard. If I deactivate this persons O365 license, would their online dashboard become inaccessible? Is there a way for them to transfer this dashboard to someone else or maybe export it and another user can import into Power BI?

You could share the dashboard to some else or create an app including this dashboard.
