Overlaying Bar chart and list

Trying to get Top 4 bar chart to look like top chart.  To do this we overlayed a bar chart, with no labels on top of a list and line things up.  This works perfectly when there are 4 bars.  But if a client has less than 4 products the bars get wider throwing off the alignment. We tried to add dummy products with 1,2,3 and 4 spaces, but PBI just ignores spaces and groups them. The next thing we plan to try is to add 4 dummy products like _, __, _ _, and adding condition to make invisible. We also notice that if value is 0 it doesn’t give it a bar. Suggestions?
