Organization SharePoint Online Data Refresh Issue

Well, after additional poking around I found that the "Web Source" (#1 above) was the reason for the inability to refresh in an organization workspace (premium). This was annoying to find out after pursuing several attempts and was confirmed by our Microsoft contractor.

As a workaround:
- Using Excel's Power Query to connect to the web source. Learn more about Excel's Power Query.
- Make any needed transformations.
- Put the Excel file in SharePoint Online.
- Connect to the Excel file in SharePoint Online with the web connector.
Alternatively, if the data is static, you can directly copy/paste values into PBI:
1. Copy target values
2. Open Power Query Editor
3. Home tab -> Enter Data
4. Paste values into table
