I finally got a solution:
I installed an older version of 64-bit ODAC 12c Release 4 (12.1.0.2.4) for Windows x64 and it worked as expected:

Do you uninstall first version 12.2?
Do you have to configure again your odbc credentials?

Anonymous: I did not have to uninstall the 12.2 Oracle client. I just created a second Oracle-Home on my computer. There was also no need for re-configuration of odbc-credentials since I am using tnsnames.ora for specification of the target databases.
