Open dashboard without refreshing data
Anonymous there are two ways you can make changes in your dashboard/report
1. In powerbi desktop - here you can open your pbix file and make changes and then publish the report to powerbi services. You do not need to refresh you data in powerbi desktop. after publishing your new report, you can directly refresh data in powerbi services. this way you can avoid refreshing your powerbi dashboard/report in powerbi desktop application
2. In powerbi services - if you only want to make minor changes, then you can directly edit your powerbi reports in powerbi services like below. You make changes and then save it and no need to refresh anything.
i also use odbc connector and this is how i normally tackle this problem of refreshing entire report. let me know if it helps you.

it's ODBC connector to database in Postgresql so it's more complicated.
