One filter affects another filter

I have two filters on my page and one seems to be affecting the other. Filter A is like a Program Name and filter B is like a Time Period.

 

When they're both unfiltered and left untouched, I can see a specific Program Name that I want to filter for, let's call it 'MyProgram'. If I select it, the options in the other filter (Time Period) remain unchanged.

But if I change the order of the filtering actions, which is filtering by Time Period first and THEN filtering by Program Name, I'm unable to do so. Basically, if I first select my time period, then I open up the filter to the Program Name, I don't see 'MyProgram' as an option. What gives? I made sure in my data source that both exist in my data.

The Time Period filter is a synced filter, but I don't think that should affect anything. The Program Name is not synced though

Does anyone found a resolution on this issue? The Workaround that I found so far is to activate the cross filter relationship to both. 
Pretty much I am getting the same. The filter on my page in terms of the date supersede the other filter that I havei n the page. Making a certain data not available.

Are the two filters come from the same table or different table? Could you please share your pbix to me? You can upload your file to ondrive and share the link here.

Frank, Is there a way to privately share my pbix file with you? Or if you want to share an email address, I can send the file via email. I'd rather not expose my pbix publicly

Bump, I'm wildly confused as to how this is still happening. Data clearly shows that some options should be showing in the slicer, but they aren't showing up

How did you create relationship between tables? The direction is single or both? Please change to both and try again.
