Sort of. Here is one idea. First, create a calculated column like so:
RunningBoolean = IF([Running]="Yes",1,0)
Next, create a measure like so:
Measure = FIRSTNONBLANK(VALUES(Table[RunningBoolean]),"")
No, put your Line and your Measure into a table. You should now be able to click on the measure in your fields area and choose Conditional Formatting.
Conditional Formatting in tables only works with numeric measures.
