On-Demand Refresh Required - Mixed Storage Mode

In my PBI model, all tables are from SQL Server 2016 (on premise) and for Dimension Tables I had Import mode (Small and rarely chaining) and for Fact (little bit big and Changing through out the day), I have directQuery. I published it in My WorkSpace and shared with other developers. Only I could schedule 8times refresh in Power BI by default. But we really want on-demand refresh.

Not necessarily entire dataset has to refresh everytime someone opens the report but atleast some ability to refresh as and when needed.

I tried adding a 'Refresh' button and using Power Automate (as suggested by one video in youtube) But then we realized, we have Power BI Pro but not any license for power automate.

Any suggestion/workaround please?
